What Is CQC Mandatory Training?

Regulation 18 of the Health and Social Care Act 2008 (Regulated Activities) Regulations 2014 places a clear duty on registered providers: staff must receive the training, professional development, supervision, and appraisal that are necessary for them to carry out their duties. This is not a best-practice suggestion — it is a legal requirement.

CQC assesses staff training under the Effective key question, which looks at whether people receive care, treatment, and support that achieves good outcomes. Inspectors will ask to see evidence that your team has the knowledge and skills needed to do their jobs safely. That means training records, competency assessments, and a clear picture of how learning is embedded into day-to-day practice.

Mandatory training is the baseline. Every member of staff — from care assistants to registered managers — should complete a core set of subjects before working unsupervised, and at regular intervals thereafter. Core Mandatory Training Subjects

While the specific list may vary depending on your service type and the needs of the people you support, the following eleven subjects are widely recognised as the standard set for CQC-regulated care services:

  • Safeguarding Adults and Children — Staff must understand how to identify, report, and respond to abuse or neglect. This covers both adults at risk and, where relevant, children. The level of training required (Level 1, 2, or 3) will depend on the individual's role.
  • Manual Handling — People Moving and Handling — Safe moving and handling techniques protect both staff and service users from injury. This subject must be delivered with a practical component and cannot be completed as eLearning alone.
  • First Aid and Basic Life Support (BLS) — Staff should know how to respond to medical emergencies, including CPR, choking, and the use of an AED. The level of First Aid training required will depend on your service's risk assessment.
  • Infection Prevention and Control (IPC) — Covering standard precautions, hand hygiene, PPE use, and outbreak management. Following the COVID-19 pandemic, IPC has received significantly increased scrutiny from CQC.
  • Fire Safety Awareness — Staff must understand fire prevention, evacuation procedures, and their personal responsibilities under the Regulatory Reform (Fire Safety) Order 2005.
  • Health and Safety at Work — A grounding in the Health and Safety at Work etc. Act 1974 and the day-to-day obligations it places on both employers and employees.
  • Food Hygiene and Nutrition — Relevant wherever staff prepare or handle food. Covers safe storage, preparation, allergen awareness, and supporting good nutrition for service users.
  • Mental Capacity Act (MCA) and Deprivation of Liberty Safeguards (DoLS) — All staff working with adults who may lack capacity to make decisions must understand the five principles of the MCA 2005 and the process for requesting a DoLS authorisation.
  • Equality, Diversity and Human Rights — Covers the Equality Act 2010 and the importance of person-centred, non-discriminatory care. CQC looks for evidence that this is genuinely embedded in practice, not just a policy on a shelf.
  • Data Protection and GDPR — Staff handling personal or sensitive data must understand their responsibilities under UK GDPR and the Data Protection Act 2018, including how to handle data breaches.
  • Medication Administration — For staff involved in administering, handling, or recording medicines. The depth of training required depends on the staff member's role and the complexity of the medication regime.

How Often Should Training Be Refreshed?

Most mandatory training subjects should be refreshed every 12 months. Annual refreshers are the standard expectation for safeguarding, fire safety, infection prevention and control, and health and safety.

Some subjects have different cycles. First Aid practical certificates — issued by accredited bodies such as the Resuscitation Council UK — are typically valid for three years, though annual BLS updates are considered good practice in many care settings. Manual handling should be refreshed annually because technique drift is common and small errors can cause serious injuries.

Formal refresher training is not the only mechanism for keeping skills current. Competency assessments — observed checks of actual practice — are valuable between training cycles and can identify issues that a classroom session alone would not reveal. CQC inspectors increasingly want to see both: the certificate and the evidence that the learning has translated into safe practice on the ground.

Building a Training Matrix for CQC Compliance

A training matrix is a document — usually a spreadsheet — that plots every member of staff against every required training course. It shows when training was completed, when the certificate expires, and when the next refresher is due. Done well, it gives a provider an at-a-glance picture of their team's compliance position at any point in time.

CQC inspectors routinely ask to see training records during inspections. A training matrix is not a legal requirement, but it is one of the clearest ways to demonstrate that your approach to workforce development is systematic and proactive rather than reactive. An inspector who can see a well-maintained matrix — with no overdue refreshers, new starters inducted promptly, and refreshers scheduled in advance — will form a very different impression of your organisation than one who is handed a folder of assorted certificates with no clear overview.

Tips for maintaining an effective training matrix:

  • Keep it live — update it as soon as training is completed, not at the end of the month.
  • Use conditional formatting or colour-coding to flag expiring or overdue training at a glance.
  • Include all staff roles, including bank and agency workers where they regularly work in your service.
  • Record not just the completion date but the training provider and certificate reference where relevant.
  • Review it as a standing item at your regular management meetings so nothing slips through.
